Mugumya Timothy Ndiana leads the legal chamber at MUST with over a decade of experience in corporate governance, contract law, and dispute resolution. He holds a Master’s in Conflict Resolution from the University of Law (England), a Postgraduate Diploma in Legal Practice from the Law Development Centre (LDC), and a Bachelor’s Degree in Law from Makerere University. He is also pursuing a Chartered Secretary qualification with the ICSA (UK) to strengthen his expertise in corporate governance.

Timothy plays a key role on the University Council and its committees, Contracts Committee where he provides legal guidance and serves as Company Secretary for the University ’s Holding Company. His work promotes the Rule of Law and the Principles of Natural Justice across all legal and governance activities at MUST.

The Legal Services department at Mbarara University of Science and Technology (MUST) operates as a legally established chamber, M/S Mbarara University of Science and Technology – Legal Department, approved by the Law Council. Under the oversight of the University Secretary’s Office, the department ensures that all University activities comply with legal, regulatory, and governance standards. It is headed by Mugumya Timothy Ndiana, the Head of Legal Services and Senior Legal Officer, supported by a dedicated team of legal professionals.

Key Functions:

• Legal Advice and Representation: Providing counsel to management, staff, students, and committees on legal and policy matters.
• Prosecution and Defense: Handling internal breaches of University policies and defending the University in legal disputes.
• Contract Drafting and Review: Ensuring that all contracts and Memoranda of Understanding (MoUs) are legally sound and align with the University ’s interests.
• Compliance and Policy Development: Ensuring adherence to laws and developing internal policies that guide the institution’s operations.
• Committee and Board Representation: Actively serving on key decision-making bodies, including the University Council and its committees as part of the Secretariat and as an Ex-Officio legal advisor. Additionally, the department plays a critical role in Top Management, the Contracts Committee, and the Centre for Innovation Transfer and Technology (CITT).
• Corporate Governance: Overseeing governance through the role of Company Secretary for the University ‘s Holding Company.
